It does snow in the mountains, but it is rare. Jerusalem gets a sprinkling once every winter. The only place one can expect regular snow fall would be Mount Hermon in the extreme northeast (part of territory taken from Syria in 1967). The Jenin area has lower altitudes than Jerusalem so I expect snow fall would be pretty unusual; apparently it does happen though.
