and consider that the states have had a literal "windfall" of sales tax receipts due to the surge in auto sales that came after 9/11 with the zero interest promotions... that and other big ticket items purchases that came from cash out re-fi purchases. you have to wonder how much less worse the sales tax revenue receipts would have been without otherwise.
