Sure, that's obvious. But the problem is why?
What could possibly be offensive about two lumps of snow? And, how come when they were covered with a table-cloth they were no longer considered offensive?

Couldn't the complainant see the snow-woman was wearing a white bathing costume?!

Anyway, be sure the police officer will be promoted for demonstrating high moral standards.
