I'm not sure why you think this. Hans Blix himself, as well as just about every FORMER inspector, has said that you can't just go around the country "finding" WMD. You have to know where to look in the first place.

I heard an individual today speaking of an entire Uranium enrichment program being conducted UNDERGROUND in Iraq. To add insult to injury, he informed the inspectors a full week ago of the precise location of this facility and the inspectors couldn't even confirm for him their intent to check it out.

This inspection thing only works if Saddam comes across with a complete disclosure. You can't just walk around the country until you fall in a hole to find an activity like this.
