Of course, they would prefer to see them armed with a navy, an air force, a satellite network, chemical and biological weapons, maybe even a nuke. Make it more evenly matched... Particularly now that the peacenik marches, German, French, and Russian betrayal have virtually guaranteed a war by making Saddam feel he is winning.... Hmmm, What was that law?? How does it go? Something like "providing aid and comfort to".
