Things are unstable everywhere and it should be a great concern to investors. James Madison summed up the question of country risk 215 years ago in 1788 when he wrote,

"In framing a government the great difficulty lies in this: you must first enable the government to control the governed; and in the next place oblige it to control itself. A dependence on the people is, no doubt, the primary control on the government; but experience has taught mankind the necessity of auxiliary precautions."

This is the creation and essence of the US constitution, with its division of the executive, legislative and judicial. And the senate and the House of Representatives are further divided, and of course, comes with lawyers that go with the process.

We should, based on this, look at country risk with respect to the government's intent to improve the lot of the governed or its intent to loot it in a conspiracy with the elite.
