It seems quite universally accepted that crimes against humanity and crimes of war are universal in nature and, especially when the country of origin is reluctant to pursue them, can very well be pursued in other courts.

Quite a few other countries before Belgium, including Spain and Israel, have pursued cases on alleged criminals of other countries on this basis. There is precedent. I don't see a problem with Belgium court being the next one.
