Do you truly believe that hussein wouldn't offer them to terrorist organizations?

I doubt if he ever would because:
(1) Islamic terrorists would probably turn against him and use those weapons on him the first chance they got.

(If you have really been to the Middle East, you know that Islamists don't like Iraq at all, since it is a secular dictatorship and hence is not as deeply buried in religion as they would like it to be)

(2) Saddam had more than a decade to sell chemicals to terrorist groups. Although he needed money, he has not done so. There is no reason to believe he ever will.
