No, this is not new, although it was the first time happened in the university. As that article has mentioned, they did it, I think twice, in 1997 or 1998 on the Bus in Beijing. And since then, the government has been pretty tough on these terrorists. And the US only starts to support the Chinese gov. on crackdown these guys after 9.11. Before that, these terrorists were called by the US as "democratic soldiers" or something like it.
