Yes. All the loopholes begin for 'good reasons'... but they have accumulated to such insane numbers that our tax code is now ridden with hundreds of thousands of 'special provisions' that exert a serious distorting effect upon economic growth... and call into question the fairness and effectiveness of the entire tax system... not to mention the very high compliance costs that exert a drag upon the economy to no useful purpose.
