Because volatility isn't nescesarily the inverse of price. I'm far from expert on this but I can assure you that options are a jip. I've got some triple q puts that I bought at the highs last week and they are barely at what I paid for them even though the q's are a buck lower. Trading options is a tough game.

I'd stick with front month deep itm.
