Btw, the key reason to the increased importance of power level control in GSM is actually EDGE. Maybe comparable to moving from a one-shift to 2-shift (and more shifts to come) car, makes it possible to handle different enviroments, finetune this and that. Additionally all those different channel coding systems, how much of the "raw speed" is used to get through different layers of "mud", and how much for the actual load carried through it.
