The time line you provided is certainly interesting, but I would question the events involving Unocal and the suggestion that somehow Unocal benefits from its involvement (whatever that may be). A look at the stock shows it is near its low over the last several years, and the administration is fighting Unocal tooth and nail over its patents on reformulated (low pollution) gasoline. Unocal certainly is no favorite in the current administration, which is why I doubt that Unocal has the kind of influence which might be inferred from your time line.
