Well I believe that the word secret was used as a headline "grabber". There is nothing secret about it. The September 2000 report from PNAC (Project for the New American Century is an augmented version of a DOD plan from 1992. I believe one of the main reasons it's not discussed anymore is it's no longer news. Most of the people that know about, have known about it for some time. Much of it has now become established policy - the National Security Strategy. accessatlanta.com if this is actually only partially true, they would be all over it ... Well it is discussed some places. Did you see Frontline last week? OTOH, if the occupation starts going bad in Iraq, I expect you'll start hearing a lot more.
