By sub-contract, do you mean that govt money should be given to the Gates foundation, who subsequently implements the program? Or do you mean the Gates foundation with its own money should implement the program?

I agree fully, that government programs tend to become ineffective little empires, where maintaining budgets and salaries is far more important than serving the public or achieving any measurable result. But then, you can see the same inefficiencies in the army and public education system. How do you feel about privatizing them?

Do you mean privatizing the drug rehab programs or the army & education system?
