Whether the ideas are "well-thought out" is immaterial here.

The two sets you've mention differ because one does not represent the will of America and the other does.

In other words one was given in such a way as to allow the greatest flexibility because it was not binding and therefore truly aimed to preserve nothing.

The other aimed to structure into law the essential will and life of America. Its very purpose was to prohibit such flexibility that the original vision of America would be destroyed by changes of law. It allows relatively superficial changes of law while yet preserving the original will of the country.

The two sets differ radically and that is why you are unable to pinion Neocon as you've attempted.
