Typically, yes - but only for debt to be issued and for lines of credit. The interest rates will bear whatever the market is, and A rated debt will pay a lower interest rate than B rated debt. The debt already out in the marketplace will go up in price to effectively yield what the market will bear for a security of that debt rating. But the coupon, and therefore interest paid by TMO, remains the same.
