yeah actually when I heard about this from the person with the NOW VP for a neighbor I brought that very issue up.

She said that medical negligence is handled by the courts separately from personal/economic negligence. Medical negligence is something protected by human rights, in other words it is the most sacred of rights in our society that you own your body parts and no one can take them away. The castration of brutal sex offenders is another type of scenario that deals with medical rights and you know how much hubub there is over that.

Otoh economic rights are much less restrictive. Lots of people can get money from others for doing something to them once, or whatever. The economic scenario is your case with the child being left outside. I was told the abortion debate is the medical situation above though.

Since I don't have any medical training I'm not sure about all these laws... just reiterating what I was told. Makes sense to me though.
