A mere citizen?? Excuse me?? I don't any other authority designed to enforce the UN's resolutions...

The UN is a VERY LOOSE confederacy with NO true statuatory authority. And it's enforcement arm lies IN IT'S MEMBERS.. Those "mere citizens" you refer to...

Those citizens are effectively "global militias" living in a lawless frontier they are trying to civilize through a regional council of representatives. There is NOTHING that this council can do to compel its members to enforce its resolutions. And there will ALWAYS be members who have lined up on different sides of the issue, some supporting strong enforcement and others indifferent to anything but a bribe.

But many of those "members" have little regard for principal of the council and choose to play their petty political shenanigans with its resolutions...

And when the council passes a resolution that it states must be complied with, that means it can be enforced by any member with sufficient interest in doing so...
