Yes, that is disingenuous, at best.

If what is going on their were instead happening in an area they had no interest in, they would be SCREAMING for action.

That is less clear to me.

I caught a snippet on CNN today where they were discussing the irony of Angola being on the Security Council. I don't recall anyone screaming to help when Angola was in flames. Perhaps my memory has simply failed me...
