The project was abandoned after the US launched missile
attacks on Afghanistan in 1999.......


This project had been discussed off & on for many years,
but never got off the ground because the region was so
unstable...... as in gov't..... terrorism.......
lawlessness...... warring factions within the country......
etc.

Now there is some stability. Why shouldn't the Afghan
people be able to do business?

And what exactly was your point?
