I expect he was limiting them - even here in Washington one thing that has always rung true with regard to Eyman - was that "Politicians will never limit taxes".

There always seems to be just one more program that "really" needs money.

Not sure, it's definitely a different track. Some would argue it is the same track that the last big growth cycle grew out of - deficit spending. Back in 1999 when I was paying over 40K in taxes per year because of capital gains I can tell you I thought I was paying too much tax, now I wish I had that problem.
