I am for raising the limits on malpractice payouts to maybe 750K, possibly one million.

But unless criminal intent is proven, I think we have a system where by definition, mistakes are going to be made. If we have a legal system that drives companies and doctors under for every mistake, soon we won't have a system. I mean come on, this is just common sense.
