It can be traced to the fact that Bill Clinton and Al Gore were willing to sell out to other countries that would not have impproved their environmental practices; that burden was all to be put on the US.

And it can be traced to the fact that the US Senate was totally unwilling to ratify the treaty.

It's silly to blame bush for a failed treaty that originated during the Clinton years.

Kyoto may have been a misguided priority of Al Gore's back then, but Clinton never put much effort behind it.
