Maurice, not exactly. If population has not been controlled, then most of growth will have to go to finance the education of the new-born. this is true whether it is in China or in the US. I read that one reason for California state gov. budget deficit is because of the run-away k12 education cost. The reason? high fertility rate among Hispanic women (TFR was bet. 4.4 (1991) and 3.2 (2000), and thus huge number of k12 students, and huge cost for state. I think it is typical in the US the state gov. subsidizes each k12 student anywhere bet. $1,500 and $3,000. And these cost really adds up.
