I generally agree with you, mQ, but only in principle since reality simply will not accommodate this libertarian impulse. Our progressive societies will never abandon the families of drug addicts who voluntarily ruin their lives, nor will it abandon the addicts. Thus, addiction will be costly, even if the drugs are legalized. You may recall that Britain's experiment with legalized heroin was a spectacular bust.
