There are lot of US dollars in Russia (cash). Recently, there has been a trend to sell dollars for either euros or rubles. Russia is also receiving so much foreign currency (dollars), mostly for oil exports that they have to print rubles. I presume this is because the oil companies must convert those dollars to rubles. As a result the Russian government has 50 billion or so in US dollars.
