ONLY when UN DECIDES on the APPROPRIATE ACTION.

The UN decided back in 1991 when the inspection and disarmament process began..

It authorized member states to use all means necessary to insure peace and stability in the area.

UNSC resolution 678 stipulates the following:

2. Authorizes Member States co-operating with the Government of Kuwait, unless Iraq on or before 15 January 1991 fully implements, as set forth in paragraph 1 above, the foregoing resolutions, to use all necessary means to uphold and implement resolution 660 (1990) and all subsequent relevant resolutions and to restore international peace and security in the area;

The key verbage contained in this UN resolution is that all subsequent relevant resolutions to Iraq are implicitly backed by the same verbage "all necessary means"..

The UN did not tell the world to "go to war" against Iraq in 1991. It NEVER stated "use military force" or "kill lots of people"....

It merely stated "use all necessary means" and the means chosen were military...

And since the language stating that "all necessary means" be used to restore peace and international stability in the region.

And I think any rational person would agree that it has ONLY been due to US military containment of Saddam that any measure of "peace and international stability" has existed..

Thus, the US has EVERY RIGHT under existing UNSC resolutions, to escalate its interpretation of "all necessary means" to include invasion and regime change...

And that applies to UNSC 1441:

Now if other member states are not interested in participating, that is their perogative. But the existing UN resolutions FULLY AUTHORIZE any current military action.
