this seems to be "universal" in the US, not only CA. A lot of high school graduates cannot calculate simple arithmetic without calculator, which they start to use from elementary school! Personally, I think there is NO reason to ever allow the use of calculator in any class in elementary school.

I think this is true for the immigrants from Mexico, NOT true for the immigrants from other countries.
