The Bush Administration was once on record at the time of the discovery of those missiles that "this will be a test." So Iraq has passed this test by destroying these missiles, and now the Bush Administration labelling the Iraqi move as "propaganda."

You see, the way Bush is operating is as follows: If I'm holding a pen in my hand in front of my eyes, and I know it's a pen because I see it with my own eyes, and I know it's my hand holding this particular pen, Bush is telling me I'm not holding a pen, that my eyes are deceiving me, that I'm looking at the wrong pen and that my hand holding it has ulterior movtives, therefore my hand must be chopped off. Pretty much, that's where Bush's head is at.
