My bone of contention with the "foreign policy professionals" is that, like many professionals, they sometimes lose sight of the forest for the trees. Not to pick on John, but he often times exhibits the model behavior to which I refer: he ignores the content because the form is incorrect, the sources are improperly cited, or the voice is not sufficiently bland. I've heard this sort of put-down of professionals all my adult life but I do not agree with it for one second. It seems to me that you are saying that having the hospital's attorney do your bypass or the airline marketing VP fly your 747 is OK. Acquiring deep and broad knowledge along with developing a keen ability to assess risks and benefits is a long and arduous task for a reason--because it is hard. As far as: Professionals develop an insular culture which becomes so rigid with care for protocol, that they become paralyzed. I think, as in science and business, the 'capitalistic' drive to be the Alpha wolf in every profession constantly presses for corrections and instability--in a word, evolution. This prevents the stasis you mentioned. --fl
