I don't think so. I have been claiming that Bush is following a 'Policy of Excellence' since the September 12, 2002 speech to the UN. Time to stop stepping over problems, time to start telling the truth about the UN, time to stop defining national interest in the most narrow and short term ways.

I think that the narrow notion of self-interest in the Middle East was the policy of every President, Republic or Democrat, since WW2. I think it was George Bush's policy prior to 9-11.
