Yes, I thought the answer was obvious when I first posed my suggestion. Do note that the manner in which I wrote what I wrote was to emphasize my wish that Bush be powerless. That without a buget by which to operate from he would effectively be held powerless, and that he'd remain a figurehead until he's voted out of office.

Indeed, the Constitution gives the power of the budget to the US House of Representatives. Were that buget withheld from the president, he would, in effect, have to shut the government down. Congress could hold him hostage to its wants by releasing only monies allocated to specific intentions, such as transportation, or health, etc. Congress could deprive Bush of his war budget.

A very unlikely scenario and I'm well aware of the unliklihood of such a proposal. My expression was more to register dissatisfaction with Bush's policies, than anything else.

In closing, I think you missed the satire of my remarks and took them too serious--lol!
