I definitely agree with this, Nadine, sort of. Yes, I know the contradiction in that sentence.

But I've certainly seen the process you are talking about up close and it's very much there. But there are countervailing forces as well--discipline wide recognition, a tendency to break down departmental barriers with cross-disciplanary programs, conflicts among senior faculty, etc.--that reduce the power of the conformity culture. My sense is that it varies across institutions, across disciplines, and across departments. It's just always a factor, and many times, a very powerful one.
