I would support the way even without proof because I think Saddam will use them the moment he has them. He has in the past and he will again IMO. Also I don't think we can find them in an area the size of California. He can hide them the same way we do. IN term of proof I think we have the proof because I think we gave him some of what he has when he was fighting Iran. Bad policy - yes! But its too late to go back and fix that now. Even if we invade I don't think the number of people who would die would be more than the number he has killed himself. The guy is a global problem and so is this guy in N. Korea. I'm sure there are several others but we need to deal with the ones that pose the greatest risk first. You could argue that N. Korea is a more serious threat and I can't disagree with you on that at all
