Here's the background. I whimisically suggested that Congress withhold the budget for the executive branch of government as a means of containing Bush from his madness. And, yes, this war is madness.
I don't expect any such thing to happen.
Your colleague took me literally. However, even in his interpretation what I suggested could actually happen under our Constitution.
Who makes the budget? The US House of Representatives. It's then passed and then on to the president, even if it has no provision for funding of the executive branch of government. If he fails to sign it, or it is vetoed--well, we know what happens, do we not? As it goes, if he fails to sign it, it becomes law and the excutive branch is thus deprived of its budget. If he vetoes it, this veto could be overridden and the president, in effect, would be checked powerless due to being broke (hey, how 'bout that one--lol!).
I didn't suggest anything that's not actually allowed within our existing framework of our Constitution.
