Why can't we just put a reentry vehicle with enough fuel to maintain itself in a low earth orbit for several years? Any sign of trouble the shuttle could rendezvous, off load the crew and then let the shuttle reenter on computer control. Either that or build a DeltaV with an escape pod and keep it in the hanger at KSC. How much could it cost? The pod doesn't have to be fancy.. Just a big tin can like the Apollo reentry vehicle.
