There is it's called the Teachers Union. Lowering class size by one third and hiring x amount new teachers to fill the voids has given back some three to seven percent improvement in children's test scores. Some believing even those numbers to be overly stated.
I'm hardly alone in critiquing this practice. It's on the chopping block now locally because of Calif budget cuts. Being a hot topic at district meetings.
