I think this certainly means Iran has the Bomb, or the capability to construct one in short order.

There should be an immediate air strike to take out all nuclear facilities, including the reactor Russia is building under contract. This could be done at the same time Iraq is invaded. If US and British forces are too busy, I am sure the Israeli air force would help out. I don't think anyone wants to worry about a few mad mullahs providing either nuke warheads or nuclear material for dirty bombs to terrorists.
