If you think that it's morally correct to act in preemption, then consider the following:

What if you are wrong in your assessment of a threat? What happened to the ideal that we let 99 guilty go free rather than find one innocent guilty?

If I can predict that children growing up in dysfunctional homes have a 90% chance of committing crimes as adults, do we jail them in preemption when they grow up?

If America was not a military hyperpower, and say China was the sole hyperpower on the planet, would you still subscribe to preemption?
