True, and not a particularly heartwarming picture. As I understand it, payments were to any Palestinian killed in the Israli conflict and not just bombers.
Hitler may not have directly threatened us, but it was actually Hitler who declared war first after we declared war on Japan. Not, in my opinion, that the order of those actions mattered much.
If my instincts tell me that a person would acquire technology to use against other populations or the US then I'd be likely to want to strike before that person could put themselves in a position to change the future of the globe
I personally would support a U.N. sponsered ban on nuclear weapons. In the mean time, countries want to adopt them because it gives them respect. When a country leaves the third world it wants to enter the first world in a complete fashion. To possess nuclear capability really means to be of a technological level found in the U.S. between 50 and 100 years ago. If a country is forced to remain too backward it has little tie to the modern world as we know it. The various sanctions do not just try to keep the nuclear weapons out of Iraq, but all metalurgy, chemistry, biology, physics, materials science, or mechanics that existed in the U.S. well before I was born. I don't think it is possible to keep a nation in igorance to that degree.
