Urlman, The sale of debris looks after itself. People place sky high bids and then refuse to pay, and so the seller gets nothing, and even has to pay some money.
If the seller complains, Ebay cancels it. No bad feedback.

Government would do better by offering a reward of $1 per ounce for any stuff found.
people would look long and hard for an item worth $16 per pound.
Forget the duty to return it. Pay them a fat fee and give them the ability to waive the fee for reasons of conscience. make the government the only legal buyer at $1 per ounce and they would soon get a lot more debirs.
And what is $1 per ounce compared to the loss.
