Believe it was either Louisiana or Texas. It was in the news several weeks ago. The primary determinant was the teacher quality. Previous success by the same teacher was likely to be repeated.

Those studies that purport gains in K-3 are dubious. Didn't they show those gains in Head Start to be lost by later grades? Changes in family situation, continuing support from the family, support and competition from friends and peers, exposure to drugs, alcohol, and crime, and other environmental factors have as much a bearing on the outcomes as in-class support.
