My wager is within one year* from this date, there will be ample evidence Iraq has what it takes to create democratic governance.* Way, way, too short a time. At best they may have some of the forms in place. My guess is that we may be able to know if it's a failure within a year but won't know about the success for a very long time. I know that sounds like I'm biasing the bet in my favor. But since we didn't bet, actually, it's ok. Says me. If we were to do the bet, we would have to do some serious posting about what constitutes "democracy". Will that mean the Green Party will lose a vote John? :) Chuckle. In which country?
