Totally different circumstances. The histories of those two countries, and the education of their citizens, made them more ready for change. If you subscribe to the notion that civilizations need to undergo a certain pattern of evolution before you can establish a democracy (and I do) I think you could suspect Iraq is nowhere near ready to undergo such a paradigm shift. I'd be very happy if I'm wrong, but I doubt I am.
