He said nothing of the sort. He simply stated the fact that dealing with democracies can be a pain.

Winston Churchill expressed the same sentiment about the Senate's refusal to ratify the signature of Woodrow Wilson on the Treaty of Guarantee. Clemenceau and the French were furious. This is merely a cost of doing business with democracies, and we, most of all, should understand it.
