Article 6 Clause 3 of the Constitution:

"The Senators and Representatives before mentioned, and the member of several state Legislatures, and all executive and judicial officers both of the United States and of the several states, shall be bound by oath or affirmation to support this Constitution; but no religious test shall ever be required as a qualification to any office or public trust under the United States.

The men who wrote the Constitution believed that religion and government should be kept separate

This means that though Bush may be convinced his war against Saddam is a righteous religious war, his oath to the Constitution of the US supercedes his religious beliefs. He needs to abide by and support the Constitution he swore to uphold!!!!
