Yes, the McChesney study I referred to took into account the shenanigans of the Texas contractor hired by Florida, and several other factors, all of which point to the fact that many voters (particularly those most likely to vote for Gore) were denied the vote altogether, and many ballots were compromised in a variety of ways. There is no longer any doubt that Bush lost the election in Florida. As to why this is no longer a major issue, it could resurface, but I suspect the real reason is that the Democrats want to move on and point out the real problems being created by this illegitimate president.
