It's not quite an Orwellian society and they don't have the technology to implement a very costly system that can track hourly movement of each individual or goods in a 23 million population society.

It is much different culture and different type of players. In short the following factors: buddies, brotherhoods, payoffs, payback of favors, lower ranking officials, etc. Think of it as black market and the stealth movement of goods, definitely unknown to those who live in or near the palaces until they have to look for one particular item (a person in this case) and have the chance to search at exactly the right time.

A recent example was the "sealed" border between Pakistan and Afghanistan. Look where the AlQuedas have been captured.

Not much to say about the "Stalinist" system of government and how it functioned to implement a very tight scrutiny of everything with such a hugely humongous borders. Is that what our Home Security needs to implement? Everyone becomes a spy for the government?

I definitely would not call our government less effetive. On the contrary, it is much more effective because the rank-and-files are adequately compensated to avoid the temptation of breaking the rules of conduct and ethics, or taking bribes. I am sure some occurs but not prevalent.
