Apparently, it's ok for other countries to swing SC votes with promises of money and trade, just not the US.

Moscow, Sofia Put New Beginning to Bilateral Ties

Russia's President Putin said that a historical step has been made in Bulgarian-Russian relations with his current visit to Sofia. "We started to build our relations on a new, positive basis after a ten-year halt," Putin said at the news conference he held togather with his Bulgarian counterpart.

Bulgaria's President Parvanov also stressed the "the new beginning" of the two countries. "We will boost the trade. We talked over the visa regime with Russia," he said. Parvanov also revealed he promised Putin that all foreign companies would be treated equally in Bulgaria's privatization.

According to Putin, both Sofia and Moscow favor regional cooperation. This will involve small and medium-size enterprises from the two countries that can boost their ties, he pointed out. Putin said that important decisions have been made about the cooperation in the fields of energy supply, tourism, investments, military relations, culture, science and education.

Russian energy giant Gasprom will take part in the oncoming privatisation of Bulgaria's energy sector according to Putin. "The company has already allocated USD 50 M for this," he revealed.

President Putin was officially welcomed to Bulgaria on Sunday at a special solemn ceremony that took place in front of the Alexander Nevski cathedral in Sofia Sunday morning.

Later on, Putin had a working lunch with Bulgarian Prime Minister Saxe-Coburg and will met with Bulgarian orthodox Patriarch Maxim.
